Jump into the water
Climb back up by holding the ice with LB + RB
Then keep jumping (A) until you're back up
You only need an extra controller for the football achievement

USE LB AND RB TO CLAMP ONTO ICE AFTER JUMPING INTO THE WATER and SWAP HANDS TO CLIMB BACK UP.
Before fully coming back onto the iceberg , Hold A and Release and repeat so you DIP YOUR FEET INTO THE WATER A COUPLE OF TIMES.
This took me only about 4 tries and it finally popped

Everyone seems to say it's bugged and I believe them, given that I spent all of the previous day trying to get just this and no luck.
Wins = 8 (this gives you maximum amount of tries before taking you back to main screen)
Stage = Buoy
Drop into the water and climb back out by grabbing the ice or the buoy and press and hold LB to grab and hold with your left hand and press A to pull yourself up then press RB to grab and hold with your right hand and press A to pull yourself up - takes a bit of practice to get used to the controls in this game but once you master it the other levels are easy too.
The Achievement guide below will walk you through this achievement and all 18 others achievements in the game too including an easy method for getting the most difficult one in my opinion (Sit Down achievement).

This is one of the easiest trophies you’ll earn in the game and can be done online or offline, and either solo or with other players. Start up a Melee game and choose the Buoy stage. This stage consists of a buoy that is surrounded by 3-4 glaciers in the water. You start off on a glacier so as soon as the game starts, jump off one into the water so your body is fully submerged. Quickly spam to jump back towards the glaciers and grab onto one with either or and pull yourself back up to safety. You may need to repeat this once or twice for it to register, but when you have both feet back on the glacier, the trophy will unlock.

In all honesty, this achievement will likely unlock accidentally while trying to climb the buoy. A small bit of swimming can be done while headbutting and punching in the water. Jump into the water near the ice or buoy, struggle your way near to safe ground, grab with both shoulder buttons, and hoist back onto safety.
