I was first able to get this after completing both Act 1 and the Assault on The Ram side mission (with the same character - dunno if that is relevant or not as details about this game are scarce, so just wanted to mention it in case).
Go to the training area, and select "Rebel Takedown" from the list of Lessons. Fill up your 3 instinct bars, but do not activate Rebel Instinct. Instead, keep attacking and weakening the enemy, until you get the prompt to hit

at the same time.
After you perform the move, you'll get the achievement. I was playing as Marian and using the default controls, so your input might be slightly different.
