Keep progressing through the game until you level up enough to purchase a Rebel Ability from Flynn Fairbanks at the home base (he is the hammer icon).
Press
to go to the Rebel Ability column, and purchase the first one you can. Then you can go into the training area, get at least 2 Rebel Instinct bars, and press 
to activate the ability.
