When reaching the 2nd main area (Summer Bar) these shelled oozes will start to spawn. They are essentially green oozes with purple shells covering their bodies.
To defeat them you will have to unlock the Dowsing Rod through natural story progression. Using this rod will pull their shell off.
It does not seem necessary to kill the ooze after using the rod to take the shell off for this specific achievement.

any idea how to get them to respawn?

Wait for it to turn night, go to sleep, and then they should have respawned when the new day/night cycle restarts. I found that fast travelling to another region did not make them respawn so it may be a timed respawn kind of thing. Hope this helps.

Shelled Oozes only spawn in the Summer Bar. You need to progress the story to unlock the Dowsing Rod, which you can use to pull of their shell. Then you can attack them like a regular ooze.
