How to unlock the Snowcap Melter achievement in Garden Story - Definitive Guide
These are found in the snow biome of the game such as The Mists. These look like regular rots but with snow on their heads. You only need to destroy the snow on their heads for this to count and do not need to defeat them. Kill these at night or afterdark if you also need the 50 Glomps achievement.

I found the most in one place in Lost Garden. Down to Wonder Pond and back to reset Lost Garden. The area has six enemies, and I was getting at least three Snowcaps each visit, with sometimes five or six.

Found a more efficient way to do this than the mist endless.
I found the mist quite slow due to the "having to complete the room" to proceed to the next. Instead, exit Winter Glade from the south and go to Cube Coast. At the south most point of the map you'll find 3 enemies at a time this can include up to 2 Snowcaps at once. All you have to do is damage them enough to destroy the cap, then head north and re-enter Winter Glade, rinse and repeat.
If you return to Cube coast and don't got Snowcaps, just leave and return.

Didn't work the same for me. I got one snowcap for the first two visits, and then none.

These are found in the Winter biome, near the end of the game. They’re not terribly common, so unless you stick around for a couple of weeks of in-game days to do daily quests and the like, you won’t encounter many. However, there is a technique to farming them if you just want this out of the way.
Once you complete the first parts of the story quests here, which include rescuing Mandy, venture back into the Mists, the “endless” place of randomly generated areas. Each location generally has one Snowcap. Now, you have to defeat all enemies to progress to the next area, and at some point, no matter which direction you go in, the game will kick you back to the village. But I was managing 5-7 Snowcaps per run, and finished them all in less than an hour.
Be sure to bring at least one full healing jar with you. The enemies aren’t tough, but you don’t know when you’ll be kicked back to the village to sleep and recover.

Snowcaps only spawn in the Winter Glade. Simply attack them to defeat them. Snowcaps seem to spawn in larger numbers at night.
