If you are struggling with this, you can go to "Options", "Gameplay" and change the "Perish Prevention" option to "True". This prevents Concord from dying, which means it is a lot easier to defeat Octopihi, and it doesn't prevent the achievement from popping. Hope this helps!

First step you'll wanna destroy the Rot Branches, this will save you from needing to shield against their projectiles.
Once those are gone, stand out of melee range of the tentacles and wait for them to shoot a bubble at you, you'll want to hit this at the bosses main body in the middle. Once stunned, you can freely wail on him.
If you get too close, the tentacles will smack you, and the red circle might be rough to see on some TVs.
Repeat a few times and you'll easily put this guy down.
If your pick isn't upgraded much, use the parasol, it's much faster and unless your pick is +3, should deal the same damage.
