When you reach level 3 it's quite easy and cheap to get this achievement.
Look for the interior stuff at level 3 and search for the cow skull (13$ x 25 = 325 $) - you can also save before, buy the 25 skulls and reload to get the money back. :)
Btw: Everything you buy for exterior decoration DOES NOT count towards both achievements.

go to your computer in station or garage or warehouse
in top section go to decoration... on card go to interior and there you can find cheapest decoration, some flowers... just bought them 25x :)
