You will unlock this as long as you keep playing. Cannot miss it unless you give up on the game.

After you remove the sand from in front of the fuel dispenser with Rudy, you will be prompted shortly thereafter to turn on the sign that you are open for business (game tells you where and how). After you do this, go to your email (game tells you to) and open it. In it you will find that to get fuel you will need a delivery. Hit RB until you get to 'Delivery'. Scroll down to order some fuel. I ordered $200 worth. Once you hit the order button the achievement should pop.
