Under outside decorations on the computer you'll find a second arcade machine to buy. Purchase that and head back to the RC track and you'll find the second arcade machine to play. Complete that new course and the achievement is yours.

behond warehouse where you setup electric generator is old shed, inside is arcade machine... you need to buy second arcade machine which is available on computer in decoration section - interactive
just buy that machine and go back to shed where is arcade machine playable and run the game :)
