You have to hit the spray painter (Dennis), three times by throwing an item at him. I chased him around the building and threw a used tire at him three times (as he runs up to a new area of the building to graffiti it) before he took off and the achievement popped.

I had missed scaring him off when he's introduced and after that the achievement never popped. I had to restart a game and make sure I got him on his first visit to get the cheevo. Don't know if it's bugged or intended to only be available during the start of the game. Make sure to scare him off the first time to be safe
