Once you order fuel and have gone to the delivery truck to put the fuel into your fuel stash, you will most likely have your first customer waiting to get fuel (as long as you have your store sign set to open). Click RT on the fuel dispenser and RT on the fuel hatch of the car and start pumping. Once you are done the achievement will pop.
