Once you are forced to buy an employee from the story, make sure you assign them to a job and are only level 1 in that job. If they are already level 2 or higher the achievement won't pop. Has to be a level 1 skill

This is Missable, because as you upgrade your station, you attract better applicants. If you don't have an employee with a level 1 skill before upgrading your station (I don't know what level, but probably past 3?), you won't be able to get one. With a level 5 station, all of my applicants have 3 to 5 in their skills.
