During the campaign on Act I: Chapter 2 (Diplomacy) - You will be asked to pick up a component in the armory from the table, that you can use to upgrade your friend Jack. At this point, you will only have one component, therefore you only have limited options on which you can upgrade.

You can choose to either upgrade the assault or support feature. Simply Press X on which ever you wish to upgrade and then upgrade the one available in that section costing 1 component. I personally upgraded the assault, there is a description to help you decide which one to chose.

As soon as you upgrade, the achievement will pop.
