If you've played since launch you will most likely get this once you log-in the first time after downloading op 5
If not you can unlock skins in plenty of ways. Unlocking through tour rewards, buying from store using gold coins earned via playing the game, season rewards from ranked matches, earning a re-up, and hitting certain ranking from featured hive maps

You can also watch the Gears live stream and earn free weapon skins that way. I've received 4 already.

If you don't have enough weapon skins to do this achievement, you may go to store and buy the cheapest weapon skin packs (green one), they comes with the whole set of weapon skins at once. Of course, ToD, game events, gears live events, rank rewards, re-up would also help.

appears the latest update removed boost from the store which was the only useful thing to use iron for, so now iron will likely be your most efficient choice of spending on skin packs instead. I was 20k/40k of coins towards the heroic skin at time of the update and already had the weapon skins, but if you're just starting, save up for the heroic skin first with coins, and then use a mix of iron and coins to get the remaining weapon skins.

This is a guide for those of us still playing this game, maybe a little later than the rest of the crowd. The current tour seems not to reward skins for ranking up. however you still earn coins and iron. Use these to buy weapon skin packs from the store. All weapon skins count, so buy the cheapest. currently there are sets of 17-19 skins for 3,400 coin. 19 sets of 19 skins is 361 skins. That's 64,600 coins if you're starting from scratch.
There are also free skin packs that count towards the achievements, such as pride, rainbows, and some other promotional skins. make sure to pick these up before spending coins.
The only other useful thing you can spend coins on is a heroic skin for 40,000 (for the achievement) and 20 epic character skins for 4,000 each (you need 20 for this achievement), so I'd decide ahead of time what you want to work for.
Personally I bought all the characters first, and then got to 80% of the skins after getting up to Legend rank 25. so it definitely takes a decent amount of time.
