This is more than likely the very first achievement you'll get if you're playing through the campaign. And can be done at any difficulty. During Act: 1 Chapter: 1 you'll be going through ruins of an old hammer of dawn launch facility.

You'll reach a point where you and Del must make your way up through a silo with a rocket going off, hence the achievement description, from there you must make your way to the top to free the obstruction. Once you do this, you must get back down to the bottom level of the silo safely. And the achievement should unlock
