Obviously this needs the Cloak ability to be upgraded. Once upgraded this is easily achievable in two areas in Act III.

One in Chapter 2 at Train Turntable.

The other in Chapter 3 when securing the beacon

This is by far the Fastest and Easiest Guide.
Load Act 4 Part 1.
Upgrade Cloaking to full.
Run to first wall cover.
Check if there are 3 enemies.
Hit Y to cloak.
Execute all 3 enemies while cloaked.
Achievement should pop after a few seconds.

You must Execute 3 Enemies while cloaked in Campaign.

- Once you see a group of unsuspecting enemies, cloak up and murder 3 before it runs out! (If playing Co-op... both profiles will unlock this! so you can both get kills while cloaked to make this even easier!

- Unlocking the ultimate upgrade "Slayer" and 2 regular upgrades "Agility" & "Extend" will help for this.

- After completing the Waterworks Secondary Missions in Act 3 Ch 3 you will unlock Jack's Slayer Ultimate Cloak Ability. Not necessary for this however.

Hi.

You'll need the Ultimate Enhancement for Jack's cloaking device, which means you don't break concealment when you shoot or assassinate. You'll get this in Act 3, if you complete the water pump secondary objectives.

I'd also recommend investing in the 'Extend' enhancement, as this allows you to get extra cloak time with every kill.

After getting the Cloak Ultimate, head towards the rocket launch facility in the east of the map. Shortly after arriving, and you get the first checkpoint, Kait will say that the locust are swarming everywhere.

If you look, you'll see a cluster of 3-4 locusts in close proximity; simply cloak and go to town. If you don't get it, simply restart the checkpoint :)
