This can be done playing solo.
Early in the campaign the other two hive buster characters will join you. You can then hit the left bumper and you will see the options to activate the ultimate for the characters you're not playing. Obviously their ultimate needs to be available. Once you activate them you can activate your ultimate. Simple.

Can confirm, we attempted this in 3 player co-op and had everyone activate the powers at the same time. No cheevo. I'm guessing you need to do this solo and activate each power yourself or possibly activate them from playing as all 3 characters. I've played as 2 out of the 3 characters so far. Will update once I load in as the 3rd character and see if the achievement unlocks when I use their power. If not, then it would have to be a solo thing the way the OP described.
