The easiest way to get this is playing Horde on the map called security. There is a Mulcher in the middle of the map and a wall in front of you so you could mount this on

custom game -
king of the hill (enemies group together),
all weapons set to mulcher,
9 bots set to casual,
any map really.

took me about ten minutes.

Weird, I'm doing this and my kills are not getting counted...

Oh, they are getting counted, but for some reason not all of them all getting counted, like 1 of every 10 I guess...
What's the correct way to kill them for this? I kill them from close so they die without going down

A solution to this would be to play Act 5 (Aftermath) Chapter 2 (Desperate Stand). After you have protected the helipad, you will enter an area with COG's on opposite buildings defending the area from Locust approaching below near some cars. Behind you is some ammo, grenades and two mulchers to mount on walls. The checkpoint is just before this section meaning you can load the last checkpoint and repeat until obtained.
