You'll face a ton of Tickers once you reach Landown in the first Act. You need to melee them with a weapon other than the Lancer right as or just after they activate their flames. It seems to carry over if you die, so even if they kill you, you'll restart the area and you can continue. This can easily be unlocked before you complete the tunnel.
Also, they only attack by themselves at first, so you can move out from cover (watch your back) to melee them, since your allies have a bad habit of killing them when they're right next to you and dealing you damage.

As Codster2005 there are plenty of tickers in Landown. Load up the Chapter 5 (Roadblocks) of Act 1. Skip past the talking at the beginning and after the first checkpoint you will fight two waves of tickers. Simply melee them all and reload the checkpoint, it took me 4 reloads to get the 30 kills. As usual, play it on casual to make it even easier, took about 10 minutes total counting load times.

Just for the record, the chapter Codster is referring to is "Roadblocks". After you kick open the door and move past the bar, you'll be introduced to the Tickers. You'll be able to face quite a few of them. If you beat them down and they don't immediately blow up, you will earn credit towards the achievement. Simply keep spamming the B button with any weapon but the lancer and then reload checkpoint until you earn yourself the achievement. Kills from horde and campaign both count towards this achievement.

I tried this using Codster2005's method also. I think you need to melee them as they flame up. I may be wrong but my experience with this was that i had 29 of 30 melees but when I hit the runners It would not count, then I hit one with the flame on, and pop goes the achievement.

easier way at the start af landown u face roughly 10 tickers kill these reload checkpoin and repeat till u get this achievment melle with any weopon except lancer by pressing button b
