In split-screen Horde with Friendly Fire mutator, player 1 is killed via friendly fire in a corner, then goes into ghost cam. The 2nd player holds down "X" to constantly swap weapons (players must start with different weapons- Hammerburst and Lancer, for example) while player 1 repeatedly presses in the left stick to spot the weapons. Every 3 spots earns a Reconaissance ribbon worth 125 exp.
Before starting, be sure to give player 2's money to player 1 so player 1 can buy back in when done boosting. Then establish a base and finish the wave. You can quit to menu once the wave 2 countdown starts to earn all the experience from the ribbons. YOU MUST COMPLETE THE WAVE TO GET THE EXP FROM THE RIBBONS!!
This method is much easier with a turbo controller that can turbo the pressing of left stick. Otherwise you'll need to manually press the left stick for each spot. Controller 2's battery can be removed while "X" is pressed, which will continue swapping weapons without pausing the game! (Thanks Diamond Thing!)
I'm letting this setup run right now and I am getting 10 Reconnaissance ribbons every 45 seconds, which should net me 100k experience per hour. Will update solution in the morning with my results.
UPDATE: Setup ran (casual difficulty) for 8h17min and I received just over 1 million EXP!
Important! After about 9 hours and 10 minutes, the round will automatically start and enemies will kill your idlers. Simply restart at the current wave and finish it and you should receive all the experience from the ribbons you earned during the 9+ hours of idling..

A very good method for levelling up! :)
A tip though you might like to know. For the player 2 controller, keep the button held on X and then remove the batteries whilst picking up weapons. It gets stuck spamming X, meaning you only need to manually control player 1.

I went from lvl 21 to lvl 56 while I slept last night...you can't beat this method.

Considering this is most likely to take A LOT of time, there is a high chance of you accidently getting reset at some point since there are probably a million different ways to get reset in Gears. Call me stupid now but it happens to a ton of people because they accidently quit games at wrong times ETC. Believe me, you are going to want to backup your player save every now and then. Below is how to do it.
1. Use USB or cloud storage. I feel that USB is a lot easier.
2.Launch Gears and instead of choosing where you normally save your Gears file, choose your alternate device. (USB or Cloud).
3. Now you should have your original rank on there with all your ribbons, stats, medals and everything.
4. Start a private 1 round warzone match against bots.
5. Playthrough the match really quick, this makes the game save your file.
6. From there you are done! If your rank ever gets reset just startup the game from this file and you will have your rank back on the Gears of War servers!
7. If you want to re-backup your file then just delete your backup player save on your alternate storage device and repeat the steps!

Only requires 6 people total, as long as they have extra controllers for bots.
Go into King of the Hill Quick Match and search until you get a bot match and then have the other guys join. If the host has a moderate NAT there's a 50/50 shot of getting into a bot match, as illustrated by the last bunch of games I played, we got bot matches very often because of that.
After you actually get situated in the match, do the King of the Hill ring dance that you know from Gears of War 2 where one team sits in the ring doing nothing and the other repeatedly breaks the ring all at the same time. One team gets one round and another gets the other round, the first team gets the overtime match and the win. Team 2 starts the next match and so on and so forth.
I say social instead of ranked because in ranked there is a glitch where roughly half the people WILL NOT get any XP or to a lesser extent ribbons for the match. Stay away from Ranked King of the Hill, this happened over several matches where different people wouldn't receive any XP or ribbons, even after dashboarding, even though they got XP in private and social.
My group averaged 860,000 XP per match when on the winning side so it will take a max of 6 games for both teams to Re-up (without randoms or errors of course).
I can't stress enough to stay away from Ranked when doing this, had a couple wasted games because of it.

I can certainly attest to the not getting XP glitch in ranked KOTH. Social works great but for the occasional bot.

Another way to level up pretty quickly is doing Guardian. Takes 6 players minimum with 4 players having a 2nd controller signed in as Guest. Just by getting 15 kills in a match (3 leader kills and 12 other kills gives you over 100,000 XP,
What I did to set it up is to have you and 2 others in your lobby in the menu, both having a Guest signed in. Then we searched for a match and most of the time, we get put into a bot match, a few times we get put in a match with a random or two. I prefer getting a bot match rather than finding a match filled with randoms that will just make this method a lot harder.
Once you have your match up, you will need your other 3 players to join in on the other team. This is where it gets tricky, most of the time you can't find each other in groups, so what we did was have all 3 other players to search and hope 1 of them will find us. Once one of them actually gets put into your match, quickly have that person invite the other 2 players to take up the lobby. If a random happens to join before the other 2 join the invite, kill the leader on the random's side, then kill the random. After that, move around and have fun without killing until the random decides to leave. When you get both sides filled with the right players, you're ready to boost.
The way we did XP boosting is make sure that if you have 2 players going for XP, have them both on opposite sides, leave the leaders alive, and kill the other 3-4 players that are not the leader or the players going for XP. If the players going for XP happen to be the leader, that makes more kills each time, making it easier, but I wouldn't waste time trying to get them to be leader to get more kills. Getting 150-200 kills in a round will give about 800,000 - 1,000,000+ XP, so you can get 5,000,000 XP per match with 5 rounds.
IMPORTANT: Make sure the players with a Guest controller move their main controller to avoid being removed from the match. Players with 1 controller only also need to move to avoid being removed from the match.

I fond this out myself to im doing it right now with all bots! I was at lev 25 2nd rank before I started and now 3 hours later im at 71 2nd rank!!
