How to unlock the It's Hammer Time! achievement in Gears of War 3 - Definitive Guide
Takes $40000 to get Horde Command Center (HCC) to lvl 4.
HCC costs $1000 to purchase.

This method will take you roughly 15 waves @ 30 purchases of HCC's @ an average of 40s per wave (15ish min total)
Requirement:Horde
Difficulty:Insane (120%)
Start wave:1
Map:Thrashball
Mutators:Enemy Regeneration, Friendly Fire, No Ammo Pickups (25%)
2 Controller
Put on Local party for game. 2nd controller can be guest.
There are 2 HCC's opened up with the Command Post (CP) just outside the Blue Locker Room. There's one at the blue pillar/sandbags and one in grenade spawn.
Start the game, have guest give Main profile its cash. W/ Main go purchase CP just outside the Blue Locker Room. There will then be 2 HCC's you can purchase @ $1000 each, buying one will not raise the price of the other.
Head back to your 2nd profile and kill each other w/ smoke grenade tag.
Restart the wave from the Beginning.

Same concept as leveling the HCC, you will need to give the $ from guest to yourself as purchasing a turret costs $1500.
Following this method I was averaging 45 - 50s per wave. That's from start of wave to the end of point tally after death. I went from about half through lvl 4 to lvl 8 turrets in about 90min.

Map: I chose Blood Drive but any map would work (recommend small maps)

On thrashball if you purchase the base on blue spawn side it unlocks 2 command centers. There's one at the blue pillar/sandbags and one in grenade spawn. With a guest you'd be able to buy both doubling the efficiency of your boosting. Hope this helps :)

I wont bother saying 'You need to kill (or assist a kill) a Locust/lambent for cash and then spend it, that's fairly obvious.
To unlock Command Center you need to spend $360,000 (level 8) on manual turrets.
To reach level 4, you need to spend $40'000 on the CC.
What i will say is that Difficulty and Mutators matter, putting it on Causal with x3 -25% exp Mutators on will mean the cash you spend (Not earn, what you earn is always constant) is worth less.
For example in the above situation (Casual, x3 -25% exp Mutators) your 1'000 you spend on an Autoturret (or any other structure) isn't actually worth 1'000 exp towards its level, its worth much much less.
If you reverse this, (Insane, x3 +10% exp Mutators) then the cash you Earn is worth more when you spend it.
The exact numbers for the difficulty Cash mulitpliers are:
Casual = 50%, normal = 80%, hardcore = 100%, and insane = 120%
So spend 1'000 while playing in Casual (With no Mutators active) you will only get 500 towards that Fortification (And only 1'200 towards it on Insane)
This can be useful for getting the 'What does this button do?' Achievement as the Silverback needs a lot of exp to level up.
You can check how much you need to 'Spend' by selecting 'Stats and Awards' on the main menu, then instead of scrolling across, scroll down to 'Horde' (Second one down, it should default to 'Verses').
This will show you your current Horde levels, your fortification exp (up to the point you max it out, then you no longer gain exp) and how much you need to rank it up to the next level.
To conclude, if you can handle it, you will level the Command Center (and others) up much faster if you ramp up the Difficulty and add a Hard mutator or two.

To unlock HCC you need to spend $360,000 on turrets. If you're level 8 already then it's unlocked already w/ the DLC.
