This achievement does also count in the campaign, as well as Horde.
So, any part of the campaign where you defend an area and can buy stuff with the fabricator, you can boost it.
Act 1: Chapter 4 is a good place. Simply spend all of the power in the fabricator, revert to last checkpoint, and repeat. When I did it, I was spending 8,000 power every re-load.
Alternatively, you could get this in horde through natural play (Only points you spend count. Whatever your teammates buy does not count)

I was a bit confused as to how this works when it involves Horde teammates. Is them spending adding to your total?
Usually I just refill and fix my turret and let them get on with spending all the rest.

No, it doesnt add to your total.
I worded it poorly. I normally never spend points in Horde so the campaign is easier for me

So I got this achievement assigned as part of the Warboats community challenge and as I am not a huge fan of the GoW series I was looking for a way to knock this out as quickly as possible. I found that on Act 1:2 (In and Out), you get a nice checkpoint to quickly grind this.
Once you load the fabricator on the lift, purchase the Frag grenade for 4000 power, wait about 15 seconds for the power to creep up to 1250 and then buy the shock grenade for that amount. Then reload checkpoint and repeat 19 more times (or let power charge longer and do less repetitions).
