How to unlock the Power Up! achievement in Gems of War - Definitive Guide

Title Update 9 - Patch 3.5 for Gems of War has changed how kingdom power levels are increased. Now there are specific tasks to complete to advance to the next level; three tasks per level. Any power levels you achieved before the update will remain at their levels.

This applies to Kingdoms, NOT Underworld Factions.
Each kingdom starts at power level 0. So you'll need to attain power level 1 or 2 to get this achievement. Here are the tasks to get any kingdom to power level 1.
Power Level 1
- Collect 2 {kingdom} troops
- Upgrade a {kingdom} troop to level 5.
- Complete all Quests.

If the achievement doesn't pop, you might need to get to
Power Level 2
- Collect 4 {kingdom} troops.
- Upgrade 3 {kingdom} troops to level 10.
- Level {kingdom} to Level 5. (this is done by spending gold on the Kingdom Level tab)
Once you complete all tasks, go back to the map and select the kingdom again for the power level to actually increase.
The below information is basically obsolete, but still here for posterity.

I posted new screenshots to match the current version of the game. Had to change some wording based on the new interface also.

This didn't unlock for me when I leveled my kingdom up to 2. Had to do the same again with a second kingdom and then it unlocked. Don't know why. If anyone has the same problem, just try it a second time (annoying as it may be.)

Just to simplify the excellent solution above:

Load up the troop screen. Now just under the name of the card you will see in slightly smaller writing the name of a city, this indicates the troop belongs to that particular city. Therefore every time you level up that particular card you will also increase that Kingdoms power. For Example, My Ancient Horror Troop has Karakoth written under its name, therefore everytime I level it up, Karakoth's power will increase.

On the troop screen you can filter down troops according to Kingdom. Press cn_Y on the troop screen, go to the KINGDOM DROP DOWN BOX, select the kingdom you want to increase power, then press cn_Y again. THis brings up the troops you have so far unlocked belonging to that city, and saves you having to look them up manually.

The very first power is Silver, but to unlock the achievement you need to get the Gold Star. Which requires 1200 points. Everytime you upgrade a troops level it adds 10 points onto the bar, each time you upgrade a trait adds 25 points and each time you unlock a new troop belonging to that city adds 50 points. Finally, to check on the progress, click on a Kingdom then select the screen for Levels & Power, press cn_RB until you reach Power, you will see a purple bar which indicates Power level, you need to fill the bar to 600 for each star.

the solution above is great and detailed but i thought I would simplify it for beginners as there is a lot to get your head around. hope it helps.

To get one Gold star on your Kingdom rating, you will need 1200 total "Kingdom Points" applied to it. You can read this FAQ on this process.

To gain points for a particular kingdom, you need to collect troops (50 points each), unlock their traits (25 points each), and level them up (10 points each). So you'll want to go for this in the kingdom where you have the most troops unlocked, then begin upgrading them to get more points.

Once you've hit 600 points you'll get a silver star, then another 600 points will turn the star Gold and unlock the achievement.
