Simply play and win PvP matches until you get a total of 1400 for the week and this will unlock the achievement. Getting 1900 will unlock the PvP tier 1 achievement.

I am already tier 1 before this update and I got no achievement

This popped for me the 2nd or 3rd time of loading the game since the title update for historically getting tier 5.

Taipei I am also already tier 1 and I managed to get it so if reloading a couple of times doesn't do it I would suggest just climbing the ladder this week.

This unlocked at 1500 for me, reloading didn't work getting 1500 did. When I saw Pier 5 I knew it was going to unlock and it did.

It also said Battle Master or something like that.

Same. Unlocked at 1,500 for me too. Must be an update that raised the PvP Tier level list.
