Most guns can equip a silencer, for sure shotguns, pistols, and assult rifles. They are easily found in bunkers or camps when searching bags, weapon boxes, and corpses.
To equip a silencer, go to the gun you have the silencer for in your inventory, press
, and go down to Gun Muzzle. If you do in fact have a silencer, it'll appear here.
Now, simply kill 20 enemies, runners or seekers are easiest, or simply fast travel back to the starting area and run around the roads until you are targeted.
