How to unlock the Spare Parts achievement in Generation Zero - Definitive Guide
There are multiple skills to unlock before you can scavenge a vision module. You will need to spend your skills points towards the Engineer specialization. (The far right column in the skills menu)
Once you unlock the Mechanic skill, you will have a 25% of scavenging parts from mechs you have killed. I only got fuel tanks at first, (decent explosives) but managed to find my first Vision Module after I scavenged a Hunter class that I had gunned down. If you unlock Mechanic level 2 it gives you a 50% chance of scavenging useful parts. These are random and it may take some time to find one, just always make sure you scavenge every mech you have killed. (Useful for ammo and first aid packs anyway, so I always check every kill)

I can confirm that it is possible to find a vision module without spending points on that particular skill. The skill increases your likelihood of success, but it is not a requisite. Still, this is an excellent guide if you want to take as much luck out of the equation as possible.
