When you get to the Labs Zone, you'll play a minigame where your character punch the punks with massive strength and courage. The minigame starts when you get the first yellow "talk balloon symbol" you'll see on Labs so, before getting it, save and quit so you can retry.
The punks comes in waves, the first wave are 4 punks, the second is 3, the third is 6 punks and, in the fourth wave you get mega punch but there are only 12 punks in the fourth wave, so not enough yet. If you're aiming for this achievement only, on the fifth wave and beyond you can attract the punks by getting in one corner of the screen then run/roll to the other corner. You will be damaged but they'll be gathered enough for you to get the 15 knock outs in a single Megapunch. It's range is high, covers almost half of the screen in a straight line.
Not too hard but if you didn't get it, just exit game (don't save & quit again and overwrite it) and try again. And good luck getting the Die Hard achievement lol
