I read people writing that you can do a game aiming for the "Skills are for noobs" achievement (finish the game without using any skills) then "Save and Quit" before entering the Final Room with the Round Blast Door, finishing the game for the noob's skill achiev then, before choosing to go to New Game plus, leave the game and restart in the save before going into the final room. Then, after reloading the save with no skill point spent, activating the Nakamura's row last skills then finishing the game and the achievement would pop up. I tried but it didn't work, maybe because when the game asked if i wanna start New Game +, I have chosen "NO" then just reloaded... But this proves you can't accumulate all the 20ish points the spent it, following the instructions for the achievement, in the end of the game. It really needs to be as soon as possible.

Anyway, for this achievement, the first skill point you get in the Control Room must go the last skill of Nakamura's row (it's the "Implement Special Template" skill) then the next 3 skills points (2nd, 3rd, 4th) you can spent on anything you want. When you get and spend the next skill point (5th), the next line of skills will unlock and the next skill point you get (6th) must go to the last skill on Nakamura's column (it's the "Reinforce the Guard"). Again, the next 3 skill points (7th, 8th, 9th) you can use on anything and at the 10th point, the next line will show up. the 11th point must go to the "Defcon 3" skill on the Nakamura's row. You know what to do with the 12th, 13th and 14th skill point. At the 15th point, the last skills line will unlock then, with your 16th point, you must unlock the "Cleaning Service". Now just finish the game and the achievement is yours. After the 16th skill point, you will find 4 more skills point before the end of the game. You can use these on any skill you want without problems.
