In classic mode, collect Cubes to buy Secondary Weapons on the Supplies Room (It'll be marked as a "Cube" on the map). I don't know if accumulating Power Ups like having 5 Outer Coating counts but, at least having five different Power Ups does unlock the achievement.
In survival, you must survive alarms to get Secondary Weapons. As the alarms are disabled, the panel will unlock, press A on it to summon some special boxes that contains Cubes or a Secondary Weapon and at least one Power Up. Basically, you'll have to keep triggering the alarms until you get three weapons and unlock this achievement.
