The Guide from DupstepEdgelord is really good I just want to add a Visual Guide to it.
Just start the Level "Things you wouldnt Believe" and play trhough the Level until you reach the Checkpoint were the first Splitter enemy appears.
Use the Surge Ability and use the Upgrades Speed, Size and Range to make things easier and just jump down on the side of the Tower were you stay and aim at the Splitter make sure he does not split cause it wont count if he splits.

I managed to get this by using Overlord on one of the melee jumping enemies, then immediately turning around and leaving. The melee enemy jumped down and killed a Splitter before they activated.

Splitters are enemies that split into more enemies when you get close to them. I found it really hard to kill one of these until I used an upgrade for the Surge ability that increases the distance you can be from your target. You could also deflect a bullet from another enemy onto the splitter but that is much harder.
