In Level 13 "Things you wouldn’t believe" there is a spot where you face 5 sword wielding enemies at once. Those enemies don't shoot right away but will blink red before attacking. Use this time to dash to the left/right of the group and then quickly aim and use your ability.
If your ability is not ready yet, let one of them kill you over and over until the bar is full.
