Most of the Nekomota sell KK's notes for 100,000 and some sell Magatama for 130,000. You'll spend well over 1,000,000 buying these. The KK's notes will give 20 skill points each, so you can get powers quickly as well.

You can knock this out a lot quicker by just throwing talismans on the floor in one spot near a talisman merchant and provided you have the capacity upgrades, buy up to capacity for each one once you've exhausted your supply.
8 Exposure Talismans cost 56k, with the total going down for the others but it only it took me about 15min using this method, once I had 1 million on me.

Found an glitch for this on accident when I needed to reload a save for a Yokai hunt. From what I'm seeing you should normally get this through your save, but the game keeps this tracked across saves. So you can easily get this achievement by reloading saves and buying the same item.
So for example if you save, then buy "KK's Investigation Notes 02" for 100,000 meika from the Musical Nekomata(you can buy anything from anyone), then reload the save and buy the notes again, for some reason the game keeps adding those together.
So realistically you can get this as early as you want, but the quickest ways would either be to have 56k buy talismans and reload, or 100k buy the notes and reload.

If you're going for the 100%, you'll have to purchase pricey magatama and KK Files from Ghostwire's feline nekomata vendors, which will account for a significant chunk of this. If you're buying consumables, as well as other odds and sods, this will come over time during the story. You'll find meika from certain large enemies, by feeding dogs who will dig up cash for you, in yellow ether crystal pots and lucky cats, as well as in bins, by transferring spirits, and completing missions. Wearing Prosperity Beads will also double the amount of meika gained from yellow ether crystals, and other means.

It is better to leave money to buy all the tycoons from neko. They have 1 piece worth 130,000 meik. To buy everything you will have to spend much more than 1 million.
