You can do a U-Turn and use the same Tengu for the second glide!

Once you obtain the whirlwind Talisman simply place at your feet and stand in the cyclone until it dissipates, once you touch the ground you unlock the achievement

I got this accidentally by falling in the main story mission in Chapter 3 The black tower.

There are quite a few ways to unlock this achievement, aside from just using an Updraft Talisman and staying in the area you drop it at for 10 seconds. If you'd rather prefer unlocking this achievement in a far less cheesy way, here's what I did to get the achievement:
I unlocked all three tiers of the Amenokagami glide and both tiers of the Amenotori Tengu grapple skills. You need a combined 9 magatama pieces to unlock access to gain the final tiers of both skills. I also needed one Updraft Talisman to get up to the very top of the Kagerie Retail Building near the Kuo Shrine. I think it's possible to get the 10 second airtime from the mid-height portion of the building, but I couldn't be sure. Just note when you get to the very top there's a Blue Stone you can pick up. It's not a Relic item but they could be useful from an easter egg-centric collectible perspective. That said, when you get to the very top, grapple up to the top of the glass shelter that line up to the eastern end of the building, walk to the southeast corner as shown in the map, then jump off and use out all five seconds of your glide while still moving southeastward to ensure you don't land on the above street walkway, though that's unlikely have bearing whether or not you get the 10 seconds, but it ensures the maximum airtime.
