The dancing clown is found in the 1st level (Suburbs) for each giga.
It is rare, some times you will see a phone box with a clown on top and when you attack it on the rare occasion it will dance, when it dances you know you can tick 1 of 10 off. If it doesn't dance then it will not count. It's totally RNG.
If your going for all achievements this should come naturally if not just keep playing suburbs level with any Giga.
Once you have found 10 the achievement unlocks.
