If you go to the southeast side of the island labeled Statue of Libertarian you will see some rocks that are a slightly different color than the others. the one in the middle is a jagged rock. Once in front of the rock you will press B to baa and the rock will move. Follow the cave down and you will see a man laying in the back walk up to him and once it registers you will get the achievement and a new body.

In order to unlock the “San Angora: Become Human” achievement - You first need to head over to Libertarian Island. Once you arrive at the island. Open up your map. The cave entrance is under the “A” in Statue of Libertarian. It’s the “A” after the “T” in Libertarian. Directly on what looks like a dirt trail near the cliffs. Once you arrive outside the cave, it'll be blocked by a large rock. Just go “Baaa,” and it’ll open. Head down inside, and walk up to the body lying down on what looks to be an altar. You should start see your screen go white. Now it’s unlocked.
