In order for the Flying Train to appear in the DLC, you need to first complete the "Tracky Arty" event.
I'd recommend completing the DLC so that you can access the gear from the main game, as this is significantly easier when using the "Daredevil Helmet".
If you go to Chafing Cracks, and climb up to the highest point closest to the water and road (see image below), you can wait here until you start to see the train.
When it gets closer turn on slow-mo (
) and jump and start using the Daredevil Helmet ability (
) to stay in the air and position yourself close to the train. Once you are close enough, simple use lick (
). I found it easiest to aim for the side of the train.
There are other possible locations which you can get this achievement, I believe one of them is Hovering Household which is just next to Rowdy Railway on the map.

Super neat trick I’ve just discovered. If you go to the tunnel prior to being able to open it, then lick the locked “door” the achievement unlocks!! 😎
