Unlocked on Desert World Level 20, although I suspect you could possibly unlock it on Level 19 by moving the beam in and out of the fragment.

The fragments referred to in the description are introduced late in the Desert Tree, the sixth and final chapter. They function similar to amethysts, but with fragments, one side of them is transparent and the other side is reflective. This achievement is cumulative and will unlock by the time you complete the Desert Tree.
