This achievement requires completing the Statue level on Secret Agent difficulty in less than 3:15.
Note that you can move faster with a slight modification to your controls. Open the pause/watch menu, then toggle right twice to the control style screen. Toggle down once to choose "configure," then move down to the d-pad and toggle it to show "move and strafe." You can now move faster with the d-pad, particularly when moving at an angle rather than straight ahead. I didn't do this when I recorded the video but I have tested and your speed is increased dramatically.
Timing is tight on this one. Here's my video guide with commentary:

I’ve noticed that the cancelled 2007 game is much darker during this part and harder to see what’s happening, prehaps reupload with the rerelease which is much brighter and easier to see where you are going.

Was struggling with this one, until i changed the control scheme.
Problem is, with the default controls, you cannot strafe run properly to get the fastest run speed.
Changing left stick to Move & Turn and right stick to Look & Strafe, you can get full speed.
But it is really awkward to control. After changing the controls, did it first time with about 20 seconds spare.

I got a 3:06 run too using the directional pad and holding the directional pad diagonally

Many thanks on the control scheme. It puts it back to the classic N64 joystick+C buttons style. After doing it on default controls 10 times, and always getting 8 seconds over the time limit. I got a time of 3:07 2nd try on the control scheme change.

To unlock this achievement you have to beat Statue in 3:15 or less on Secret Agent.
I highly recommend switching your movement to the D-Pad, you cannot strafe properly with the left stick!
This level is mostly just about memorization and strafing, you don't even need to fire a single bullet. Once you get to Valentin, you can move left and right while slowly going backwards so he follows you. This will help you shave off a few extra seconds.

This took me a few attempts and in the end it was this video that helped me nail it with 3 seconds to spare
A few things to consider:
- 007 will begin sprinting after running forward for a few seconds. Push the left joystick forward constantly and navigate with the right to keep up the sprint.
- You can skip half the Janus dialogue by just running as soon as you get the notification that the objective is complete.
- When you get to the helicopter, lead Natalya back to where the Orange Box spawns. There’s three locations here where it might pop up. For me it spawned right before my eyes.
- You can skip the entire end dialogue. No need to engage, just run at the gate, push A and then run through.
A few things to consider:

The timing here is extremely tight. Ignore all enemies with the hopes that they shoot you from behind and boost you forward after you pass them. Beeline straight to the red container to meet with Valentin. Be ready to run as soon as the objective completes. If you move too soon, he'll make a comment about you leaving and the objective won't complete. Put your gun away as you get to the Lenin statue. Again, as soon as the objective completes, run directly toward 006 and ignore all enemies. Run all the way back to the helicopter. Get next to Natalya to complete the objective and trigger the timer. Immediately head back down the hill with her in the hopes that the black box (which is actually orange) spawns right at the bottom of the hill. If not, it may be around either side. Grab it, keeping your guns holstered, and head back up the hill and straight back through the gate. On my successful run, I got a bad black box spawn, had to look for it for a couple seconds, and finished with around three seconds to spare. It's a very tight run, so expect to put in some practice to get it just run, and to learn where to weave through all the rubble to get through the mission quickest.
