Select Multiplayer, Scenario - License to Kill, Level - Complex, Weapons - Slappers Only! then "Start" in top right corner.
Once match starts press cn_start to pause then cn_rightcn_rightcn_A then select confirm to quit the match.

As the description says, start up a match with any number of players on the map Complex, License to Kill, Slappers Only as your weapons. The achievement will unlock shortly after the match starts.
