DLC locations not counted, there is a total of 50 shards to visit. Most of them become available once you unlock a new "continent".
However, 3 shards per "continent" (citadel excluded) can only be accessed after you have gotten Thomas F. Melton to your base. Thomas then sells a few maps that you need to buy and use to unlock access to the remaining 12 shards.

Got 2% on the tracker for visiting the DLC area in world zone 1. It's labeled DLC but must've come with the base game. I certainly did not buy anything extra.

Yeah the DLC unlocks at some point during the main story and is an excellent source of weapons that carried me through 70 % of the game.
