Basement Cheese's solution is correct, but there are so many other steps involved to do this:
Pre-requisite is to distract the security guard so you can actually use the pay phone. Also, you need coins to put into the phone.
Follow the solution for the following achievement to distract the security guard:
The The Monster Who Cried Girl achievement in Goosebumps: The Game worth 41 pointsRecreate a crime scene to get security off your scent.
To get the coins, you need to drain the fountain, which can be accessed by going to the door inside the massage parlor and then following the direction found in the security notes at the food court. When you get to the security room, examine the monitors, pick up 5 items to uncover the fountain button, and press it. Go back to the fountain area, and then collect the coins.
Now you can finally go look up Ghoulberg name and then call RL Stine from the pay phone. When I called RL Stine using the cell phone, this achievement did not unlock even though it just says to call him.

Confirming this did not work when calling from the cell phone in the parking lot, has to be done individually.

In the back of the food court at the mall are payphones. In the phone book is the name "Ghoulberg", Memorize it to get the phone number then use your coins (gotten from the drained fountain in the mall) to make a phone call and call him.
