The description on trueachievements is wrong. Needs to be in the campaign (as per Xbox description). I think it counts per chapter as I got mine after chapter nine in me second run, so if you know which chapter you already completed with "no children working" you can skip those chapters. Best advice? Try to complete as much as possible before a child is born. Then and after birth don't build anything and make sure to never touch the child (just to be save). Also watch out for raids as the children are also not allowed to fight.
