You complete momentum ability challenges to unlock each ability. You only need to unlock each ability with one character to earn the achievements but the challenges were mostly the same for two characters I did.
Momentum challenged are gated by campaign progress. You unlocked one after a campaign case files is completed (most of them from what I can tell anyways). The challenges you must do are directly related to the campaign so whatever you unlock will be related to that one (i.e. defeat this new type of enemy). You wont unlock the last ability until after the 7th case file. You also shouldn't need to unlock one to unlock the others.
I don't want to spoil the challenges, but they're usually, "kill X types of enemies" or "clear X type of criminal activity." They're all fairly easy.

Another note is that you need to do the “knighthood” mission as well. These are character specific. For Batgirl for example, it’s her symbol with a little book next to it on the map.

As you progress through the story, more Momentum Abilities will be added to the Momentum Abilities page. Once a new ability appears here, you’ll need to complete a specific challenge to unlock it. Complete the Momentum Ability challenges on the Challenges page as they pop up, and you’ll get the achievement near the end of the game.
