Batgirl Method
For those playing the game as her, here's a really chill method to unlock this without much thought or preparation. Batgirl has an ability in her Oracle tree called Shocking Devices, which allows you to electrocute enemies such as Regulators and GCPD police officers (i.e. enemies who rely on using tech) by overcharging their guns and/or devices. By holding
to enter AR and then pressing 
, you stun them and they instantly get a shock elemental effect. Simply doing this 50 times will unlock the achievement.
While it might not be as fast, it's something you can work on while doing everything else, and not have to worry about changing gear and all that stuff.

Has done elemental damage to well over 100 enemies and still isn't unlocked, anyone with the same problem ?

Really? With this method? That's weird. It instantly adds the effect so that should count.

Really straight forward to do with Robin. Firstly you need an elemental weapon, shock, flame, toxic or cryogenic. Secondly you need the elemental decoy and exploding decoy abilities. Go to the premeditated crimes and activate the ability in between a group of enemies. When they hit the decoy the enemies within a radius should all be effected, you'll know it's worked as the circle next to the enemy health bar will be full and they'll either freeze, burst into flames ect.
There is obviously other ways of doing this but I found this to be the quickest way, took around 30 minutes.
As a side note if your playing on very easy difficulty I'd recommend turning it up via the settings to either easy or normal, as you'll more than likely 1 hit them and I don't think it counts if they die directly from the decoy.

toxic rounds with red hood also a good shout. For mine i just only crafted elemental weapons until it unlocked.

The easiest way to do this is to make sure you have a melee or ranged weapon with elemental damage equipped (craft one if you need to). Attack an enemy with it, and you’ll see the elemental effect (whether it’s cryogenic, incendiary, bioelectric,concussive, or toxic damage) on their health gauge, indicating that it’s working. Do this 50 times, and the achievement will unlock.
You can boost the amount of elemental buildup you inflict by adding mod chips to these weapons, and it’s far quicker to build up with your ranged attacks than your melee attacks. Many of the heroes also have Momentum Abilities that deal a lot of elemental damage, quickly building it up, and you can also deal elemental damage by attacking elemental canisters when near enemies. If you engage in the elemental side of the combat mechanics, you’ll quickly unlock this achievement.
