This will be earned when you complete Harley Quinn’s Case File. It is file number 1.4

After beating the 1.2 - Dr. Q At Monarch Theatre mission and unlocking Working Hard or Harley Working? (15G), you’ll have to deal with a few crimes in the open world to complete 1.3 - Paging Dr. Q. Once you do, you can return to the Belfrey and launch 1.4 - Chaos in General from the HQ01: Harley Quinn file.
