While you will likely unlock this achievement in New Game, with the Heroic Assault and Showdown Title Update, you can grind the Drone You Out achievement on the way to getting this one:

Regulator Drone Masters will appear fairly early on (around Floor 8) and will be a regular occurrence through the rest of Heroic Assault mode.
The achievement will unlock in Heroic Assault mode (myself and a friend both got it), and your kills in the NG/NG+ will count toward the totals needed there.

The Regulator Drone Masters first appear during the Heist at S.T.A.R. Labs mission, and they are a right pain in the arse. Once they first turn up, they’ll appear frequently at Regulator crimes around Gotham - seek these out and take out enough of the Drone Masters to unlock the achievement.
