This pops when you reach level 20 with a character. Using Nightwing you can get this sooner - after unlocking the third bar at level 15 and then unlocking the extra momentum bar in the acrobat skill tree.

Once you reach level 10, you’ll get two momentum bars for each character, and at level 15, you’ll unlock three. The fastest way to get this is to then switch to Nightwing (if you’re not already playing as him) and unlock the Extra Momentum Bar skill in the Acrobat skill tree, unlocking the achievement in the process. If you’re playing as another character, however, you just need to reach level twenty to get all four momentum bars.
