You need to beat the level without the scissors ending up in a bucket. It is a lot easier than it sounds. The final time you use the scissors make sure you pull them all the way back to the start and drop them on the floor. If you are following the videos that show you how to beat all levels then you won't get this. Instead follow the video I recorded

This can be a little tricky at first until you realize that you need to use your arm to block the two buckets so the scissors lands on your arm instead of in the buckets. The picture below shows how I did this. Simply put your arm over each bucket, then go to the right side and get the scissors. Pull it back and drop it between the coats, go between the coats to collect the item and grab the scissors again, then drop it over the second bucket, then over the first bucket, then bring it back and make sure you drop it on the floor. Now just head to the right side to grab the bottle and finish the level.
