Wheels = Rims not Tires. Go to the GT Auto shop and just buy 10 sets of rims.

This was bugged but now fixed I can confirm from 1.5 patch onwards.

as of July 1, 2022, I've purchased 20+ sets of wheels with no progress of it unlocking.

Different discs have different prices. You can save money by browsing different companies and discs

I had about 17 sets of discs in my collection when the trophy dropped. I believe that the trophy is not glitchy, it just only counts discs that you purchased separately, and not through searching for ready-made designs.
