Story related, cannot be missed.

This is the third mission given to you by Donald Love in Staunton Island. The mission will require you to drive to the boat on the edge of Portland to south of the bridge. The plane flying overhead indicated by the yellow blip on the radar will drop six packages into the water. Pick all of them up and then head back to Donald Loves building. You will have a five star wanted level at this point so do whatever it takes to avoid being killed by the police. I went straight to Asuka's place and stole a Yakuza Stinger and outran the cops. Alternatively you can use the cheat code to lose your wanted level. Once you return to Donald Love the mission will end the trophy will unlock.
